Lecturer & Legal Scholar
As an experienced jurist, H.E. Phann Vanrath is also a dedicated lecturer and legal scholar. He frequently delivers lectures and training sessions to a wide audience – including prosecutors, law students, judicial trainees, police officers, and international colleagues – on topics of Cambodian criminal law and justice. His teaching covers areas such as criminal procedure, IP crimes, constitutional limits on law enforcement, transnational crime and extradition, and prosecutorial ethics. He has served as a guest lecturer at universities and judicial training institutes, sharing practical insights from his career.
In addition to teaching, he contributes to legal scholarship. He authored a chapter on Cambodian criminal law in a prominent legal reference book[8] and published a law journal article examining constitutional issues in cross-border criminal cases[9]. By bridging practice and academia, H.E. Vanrath helps enrich the understanding of Cambodia’s legal system both domestically and abroad.
