H.E. PHANN VANRATH

Deputy Prosecutor General of Cambodia

H.E. Phann Vanrath serves as Deputy Prosecutor General to the Supreme Court of the Kingdom of Cambodia. He focuses on strengthening jusIce, building internaIonal prosecutorial cooperaIon, and promoIng public legal understanding. Beyond the courtroom, he also leads Riders for Charity — bringing community service and road discipline into riding culture. He also serves as First Vice President of the Cambodia ITF Taekwon-Do FederaIon, supporIng youth development and naIonal sports through discipline-based marIal arts.

About

With nearly two decades of experience in Cambodia’s judiciary, Phann Vanrath has served as Director of Cabinet at the Ministry of Justice, a Judge in Battambang Province, and Chief Prosecutor in Banteay Meanchey before taking on senior national roles. He holds a Bachelor of Law from France and Cambodia (2001) and a Master of Law from Paññāsāstra University of Cambodia (2008), and is completing his Doctor of Law (LL.D) next year

Roles

Deputy Prosecutor General – Supports national prosecution policy and supervises priority matters. International Cooperation – Coordinates with regional and global counterparts to combat transnational crime. Lecturer & Legal Educator – Shares practical and academic insights on justice reform and criminal law.

Phann Vanrath frequently speaks on the Cambodian prosecution system, cross-border legal cooperation, and strengthening the rule of law. His lectures — delivered at universities and international forums — bridge theory and practice.
