ABOUT
H.E. Phann Vanrath is a Cambodian jurist dedicated to justice, international cooperation, legal education, and community service. He currently serves as Deputy Prosecutor General to the Supreme Court of the Kingdom of Cambodia, where he contributes to national prosecutorial strategy and institutional development.
His career spans nearly two decades across provincial and national levels, including prior service as a Director of Cabinet of the Ministry of Justice, a Judge in Battambang Province and Chief Prosecutor in Banteay Meanchey Province before his elevation to the Supreme Court level. This diverse experience provides a deep practical understanding of criminal justice operations from the local to the national level.
He earned his Bachelor of Law in both France and Cambodia in 2001 and his Master of Law (LL.M) from Paññāsāstra University of Cambodia in 2008. He is currently completing his Doctor of Law (LL. D) — anticipated to be completed next year — focusing on the role of prosecutors in strengthening public confidence in the Cambodian Criminal Justice System. He is also a recipient of the Royal Order of Cambodia (national merit medal) for distinguished service to the nation.
He frequently lectures in Cambodia and abroad on Cambodian prosecution system, crossborder legal cooperation, prosecutorial ethics, and transnational crime. Outside his official duties, he is the founder of “Riders for Charity,” which promotes safety, discipline, and service through motorcycle riding.
