Principles & Values

The foundation of H.E. Phann Vanrath’s public service is built on discipline, integrity, respect, and long-term responsibility to the people and to the nation. Every decision — in prosecution, in international cooperation, in legal education, and in community life — must reflect these guiding values.

Justice cannot be selective. Integrity is not negotiable. The law must be applied fairly and transparently — without fear or favor.

Private interest must never overtake national interest. The duty of a prosecutor is to protect society, uphold safety, and guard the trust of the public.

Crime crosses borders — so must cooperation. Working with foreign partners strengthens justice for all.

Discipline in work, leadership, lifestyle, and decision-making is the foundation of trust and credibility.

Knowledge must never stop. Research, reading, and reflection strengthen both institutions and future generations.

Respect for people, culture, dignity, and diversity — it is strength with dignity, not weakness.

Leadership is responsibility — not privilege. Community service is part of duty and life purpose.
