“The Cambodian Prosecution System” – Lecture at the People’s Procuratorate of Guizhou Province (Guiyang, China, October 2025): H.E. Vanrath delivered an in-depth presentation on how Cambodia’s prosecution offices are structured and operate, as part of an exchange program with Chinese provincial prosecutors. The talk covered the hierarchy of prosecutors in Cambodia, case management processes, and recent reforms to increase efficiency and fairness.
“International Cooperation to Combat Telecom Fraud – Cambodia’s Practice” – Lecture at the National College of Prosecutors (Guangxi, China, October 2025): In this presentation, H.E. Vanrath addressed the growing issue of telecom and internet fraud across borders. He shared Cambodia’s experiences in tackling scam call centers and online fraud rings and emphasized the necessity of evidence-sharing and joint investigations with other countries. His insights prompted lively discussion among roughly 150 Chinese prosecutors in attendance.
Closing Remarks – ASEAN–China Prosecutorial Forum (Chongqing, November 2025): Serving as the designated representative, H.E. Vanrath provided the closing speech for a high-level forum between ASEAN member states and China’s prosecution service. He summarized the collaborative achievements of the meeting – including consensus on best practices and training exchanges – and encouraged delegates to maintain momentum in their cooperation. Participation in ASEAN Prosecutors-General Meetings (e.g., Bali, September 2025): H.E. Vanrath has taken part in regional meetings such as the APAGM in Bali, where he supported Cambodia’s delegation in signing the Sanur Bali Declaration to intensify joint efforts against transnational crime[11]. While not a formal speaker in the plenary, he contributed during working group discussions on technical cooperation and later helped disseminate the outcomes in Cambodia.
