China–ASEAN Legal Engagements
A significant focus of H.E. Vanrath’s international work is on China and ASEAN-region legal cooperation. He has played a key role in Cambodia’s engagement with China-ASEAN prosecutorial forums. In September 2025, he participated in the 15th China–ASEAN Prosecutors- General Conference in Hong Kong, where regional leaders discussed combatting money laundering and corruption and attended ASEAN Prosecutors/Attorneys General Meeting (APAGM) in Bali, Indonesia after he made a historical consensus when he was a Chairman in the 3rd Consultative Meeting in Establishing the ASEAN Prosecutor Entity/Body in November 2024 in
Siem Reap, Cambodia within ASEAN Member States in establishing APAGM (culminating in the Sanur Bali Declaration on closer coordination)[11].
H.E. Vanrath has also developed especially close ties with China’s prosecutorial institutions. During his 2025 official visit to China, he delivered lectures to a combined audience of around300 Chinese prosecutors[12], sharing insights on the Cambodian prosecution system and approaches to tackling telecom fraud. These engagements have reinforced Cambodia–China collaborative efforts in fighting transnational crime[6]. Within ASEAN, he regularly takes part in Prosecutors/Attorneys-General Meetings (APAGM) – for instance, supporting Cambodia’s Prosecutor General in the Bali 2025 meeting where ASEAN nations agreed on joint actions against cross-border scams and cybercrime. H.E. Vanrath’s work in this area ensures that Cambodia remains an active partner in regional initiatives to uphold justice and the rule of law.
